APHIS Lacey Act

This section of the user manual will assist you in completing the PGA screens when your product falls under APHIS - Lacey Act.

Field/Button	Status	Description
Agency	Mandatory	Must be APH for APHIS.
Program	Mandatory	Must be APL for Lacey.
Processing Code	Conditional	Enter the CAS number for this product, if necessary. This is the number used to identify specific chemical products.
Disclaimer	Not Used	Not used for Lacey Act.
OK/Cancel	Buttons	Click OK to save the PGA Information. Cancel will cancel and go back to the PGA screen without saving.

Characteristics - Description (Detailed)	Mandatory	Enter the detailed description

Click "Add" to enter the Constituent Elements screen. Here you will add the Product Constituents, Scientific Name Information, and Source Processing Information.

Add/Edit/Del	Buttons	Click Add or Edit to enter Product Constituents screen. Click Del to delete a product constituent line.
Name of the Article or Component	Mandatory	Enter the name of individual article or component that makes up this product.
QTY	Mandatory	Enter the quantity.
UOM	Mandatory	Enter the unit of measure or click the ellipsis button to use the pick-list.
Percent	Conditional	Enter the percent of the product for this component. Only required for Paper & Paperboard

Add/Edit/Del	Button	Click Add or Edit to open the Scientific Name screen. Click Del to delete a line.
Genus Name (1st Latin Name Only)	Mandatory	Enter the Genus Name. Do not use common names. These are one word names only, no spaces, abbreviations or special characters allowed. For more information you can use GRIN Taxonomy as a reference.
Species Name (2nd Latin Name Only)	Mandatory	Enter the Species Name. Do not use common names. These are one word names only, no spaces, abbreviations or special characters allowed. For more information you can use GRIN Taxonomy as a reference.
OK/Cancel	Buttons	Click OK to save the information. Cancel will cancel and go back to the previous screen without saving.

Add/Edit/Del	Button	Click Add or Edit to open the Source Processing screen. Click Del to delete a line.
Source Type Code	Mandatory	Source Type Code is always HRV for Harvest.
Country of Harvest	Mandatory	Enter the Country of Harvest or click the ellipsis button to select a country from the pick-list.

After you have completed the Constituent Elements screen, click "OK" to return to the PGA Screen

Add/Edit/Del	Button	Click Add or Edit to open the conditional LPCO detail screen. Click Del to delete a line. For the Lacey Act this field is used to report the CITES Permit numbers associated with CITES regulated species in the shipment.
LPCO Type	Conditional	Enter the transaction type
LPCO Transaction Type	Conditional	Enter the type of permit
LPCO Number (or Name)	Conditional	Identifies the number assigned to the Permit. The name of the Permit issued by a foreign entity can also be reported.
LPCO Date Qualifier	Conditional	Enter the date qualifier
LPCO Date	Conditional	Identifies the date of the Permit

After you have completed the LPCO Details screen, click "OK" to return to the PGA Screen

Role Code	Mandatory	Identifies the entity making the declaration certification.
Declaration Code	Mandatory	Must use AP6 (Lacey Act Declaration)
Signature Date	Mandatory	Date of the signature
Declaration Certification	Mandatory	Indicates that the Importer has read the statement and certifies the data is correct and signature is on file

Qualifier	Mandatory	Identify the type of organization of the Individual certifying Lacey Act Declaration information.
Name	Mandatory	Name of the Individual.
Phone Number	Mandatory	Telephone number of the Individual.
Email	Mandatory	Email Address for the Individual.

Field/Button	Status	Description
Remark Type Code	Conditional	A code indicating the type of remarks.
Remark Text	Conditional	Free form text relevant to the shipment or the commodity.

Field/Button	Status	Description
PGA Line Value	Mandatory	The total value associated with the PGA line number in whole U.S. dollars for the Lacey Act regulated products.
Prorated Value (from last save)	Display	The field will show the prorated value taking into account any deductions/additions.

Field/Button	Status	Description
Add/Edit/Del	Button	Click Add or Edit to open the conditional Containers screen. Click Del to delete a line. If a container is present it must be identified.
Container Number (Equipment ID)	Conditional	The number of the shipping container or equipment identification number.

Once you are at the bottom of the PGA screen, click "Ok" to return to the Line Items screen.
